DibelsDIBELS is a research based fluency system designed by the University of Oregan. The testing materials are free to download although you do have to pay for the monitoring  materials and if you would like to use the data analysis service.

easyCBM.comEasyCBM - this website is free and offers monitoring passages for fluency and comprehension K-8. You can load your students names and data in the system and it will generate graphs showing their progress.
